My Chihahua has a teary eye...?

Ok my 10 week old chihahua has her left eye as if it is teary...She sometimes gently scratches it too so i know its some type of irritation going on there...she is also chewing on her feet alot...Anyone know what could be the problem?..Thanks guys.
