Why cant i buy 1 million zimbabwe $'s for $1, then wait for $1 zimbabwean dollars to be worth $1 usd?

I know it cant be done, but i was wondering why not/ the logic behind why not? the goverment could stabalise it so a zimbabwean $ is worth $1 usd, thus im not a millionaire when i trade back?
