I have a grammar/sentence comprehension question.?

"we learned that the matchless discipline and superior leadership of the Roman legions made them all but invincible." doesn't it mean that the Romans were everything but invincible, meaning that they were...? I would think it should be "made them all but defeatable." or something, but that sounds wrong. Can someone explain this to me? thank youuu :)
